Paying council tax on a empty second property on the market

if their asking about council tax and their house isn't selling, then OP it's about the money and that's why it's not selling.

The council aren't stupid - it's exceedingly common for people to try and get around the system. One of the reasons that more and more councils are pursuing criminal charges.
They tend to pursue it as fraud by false representation - a council tax discount fraud can easily run in to the custodial range, even for a relatively low level claim.
The premium isn't an issue until the property is unfurnished & unoccupied for a period of 2 years or more.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

It isn't a charge for anything. It's a tax. The fact it's loosely related to the value and occupancy of houses doesn't mean it's a charge for services provided to a particular address.
It is a tax that is used to pay for local services, an empty house uses very little local services, maintaining a water supply and police presence to stop breaks in`s maybe? Council tax should be reduced on empty properties, not increased.0 -

If no one paid their council tax most councils would be out of business.0
