You should appeal.
For comprehensive guidance on how to do that you need to read post #1 of the NEWBIES thread.0 -

hi yes it does, it has day and recipient for the parking payment.
also this letter has come five weeks after the alleged breach.
is there a deadline by which they have to send letters out?
i cannot find this detail in the sticky thread.0 -

You can read in the POFA what the deadlines are - the link is in the sticky.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Their trade association allows them seven months to do that.
Para 21.8 of the current BPA CoP refers.
hi i have read the pofa guidance and my understanding is that
if they don't issue a ticket and just send a letter they only have two weeks to do it as they have addressed it to keeper:
'A notice to keeper must be served not later than 14 days after the vehicle was parked'0 -

hello, just a quick question, the letter i got does not refer to the pofa.
does that mean any pofa deadline does not apply?
can they pick and choose whether the pofa does not apply to them?

Pofa or not, from what you have told us, if they took this to court they would crash and burn.
Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies You never know how far you can go until you go too far.0 -

Sending the letter after 14 days for an ANPR camera capture doesn’t invalidate the parking charge, it just means the PPC cannot hold the keeper liable under PoFA. They are entitled to write to the keeper in order to seek the identity of the driver (for up to 7 months, as per KeithP’s advice). You are not obliged to name the driver, but that won’t stop NCP’s pursuit of you.
Get your initial appeal (blue template from the NEWBIES FAQ sticky, post #1) in to NCP by their deadline, get your POPLA code, then kill it off at POPLA - no keeper liability. Please note, we are not a legal advice forum.
