Hospital parking eye charge!

Hello everyone,
In December 2018 I visited a hospital in london due to an emergency for myself and I was told by nhs 101 to go to my nearest a&e as I had broken/fractured my finger and it was acutally bent! I was in so much pain I somehow drove into the actual hospital parking section and just parked my car and ran to reception. I asked the reception regarding the parking and she said she would let security know and then they had taken me into xray and operation room.
I then had treatment and etc and I actually live in manchester so they could not operate on me as I would've needed to stay over in london and I have no one there in london except some friends who would've been busy. So once I finished I came back to manchester and got a letter few weeks later. Since then I have been appealing this case. I SPECIFICALLY mentioned that I was a patient yet parking eye keep rejecting my claim. After the first rejection I asked them to specifically refer this to an independant adjudicator but they haven't done it yet. It is now october 2019 and I have just received a letter from debt recovery plus.
Who do I reply to or what do I do now? I have ignored them and constantly asked them since the get go to get the independant adjudicator involved but they keep just sending me letters asking to pay. Clearly they haven't followed the protocols.
Any reply advice? I have replied back to them on their website AGAIN today to ask them why i was not reffered to an IA and why i keep getting letters. Now from DEBT RECOVERY +.

It's not, the other one is ESPEL/Gladstones.
@OP - once PE engage debt collectors it's almost certain they themselves have all but given up on collecting directly from you. While PE have been the country's most litigious operator, experience suggests that now DRP are involved, there will be no court claim.
So ignore DRP, but remain vigilant for any further direct PE engagement - come back on this thread if you do receive anything from PE.

[FONT=Times New Roman, serif]Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
