Transferring last years isa

My bank has informed me my isa rate is dropping by 10% on s isa from two years ago.
I already have this years isa still running but can i transfer the above isa to a provider with a better rate aslong as i never put a penny in it?

Yes you can. Just make sure you ask the new ISA provider to do the transfer for you, and as you say, don't pay any new money in0
