UC and children's savings.

Can anyone please clarify whether children's savings are counted towards capital limits for UC ? I understand that accounts such as junior ISA's which a child cannot access until 18 would not be counted, but what about savings accounts with a child's name on and the parents name which can be accessed by the parent ?
