I must have misread the OP, as I didn't see it say "I can't afford a mobile phone".
There are alternatives. The one I mentioned is just one and I have been using this method, although not always this app for years. If the app stops working it would be no different than if your phone did so. You don't need a mobile number for every transaction. As a last resort you could transfer your money to a bank that didn't need a mobile number via the old fashioned cheque for example.Keef - Sheerness, Kent UK0 -

It's not clear why the OP did not want to get a phone.
Heng's post is an answer to the OP, but maybe not the solution?
My answer may solve the no signal senario and possibly the not being able to afford a phone, although I don't see how that is possible as per other posts on here, but ....
