Because wifi calling is device and network specific, it is not a universally available product. How many hoops are people expected to jump through to use on line banking when a simple solution is right in front of the provider.
Every one that the bank requires.

How come you are struggling with this? The bank sets the conditions, the potential or current customers can accept it, or not,

    That’s it, that’s the choices.

Whilst I can respect the OP's wish not to possess a mobile phone, in modern society it has become a necessity. A cheap mobile phone and a PAYG SIM is not a luxury; you could obtain same for less than the cost of a a pack of cigarettes. You don't have to use it. You can keep it switched off and hidden somewhere where you don't have to look at it and forget about it's existance. But when you NEED it, you can use it for the required purpose.

Not all banks require mobile phones.
Marcus will send OTP by email.

Yorkshire bank allows use of a token for SCA. I'm not aware of any worthwhile saving accounts there though.

Nationwide uses a card reader for authentication.

I haven't noticed TSB or LBG do SCA yet, although I did tick a box saying to trust the device.

How many hoops are people expected to jump through to use on line banking when a simple solution is right in front of the provider. The main problem here is that the banks are ignoring the very specific guidance from the FCA that they must - note the use of the word must - make provision for those that do not have a mobile phone or are in an area with no mobile signal. I strongly believe that everyone who is in that situation and their bank only uses mobile phone for 2FA should complain and take that complaint all the way.
It's not only banks who use mobiles for 2FA. Outfits like Paypal, Google, Yahoo, Microsoft, Apple, Samsung, Ebay, Amazon, HMRC / Government, Facebook, Skype, Whatsapp, as well as just about all Password Managers all offer, or require, 2FA via mobiles - all for the benefit of the account holder. You are right to say that not all networks and devices are supported but rather than using this as an excuse, people could choose this as an opportunity to upgrade themselves to safer technology and services. Mind you, that would remove one reason to moan and complain about something :rotfl:

Might as well with rates being so low.

What about the banks following the guidelines set down by the regulator ?

And being 2019, it's perfectly possible to send and receive text messages on a landline:
    All about BT Text

So there's no reason, other than bloody mindedness, that banks don't allow customers, whose landline provider offers such a service, to register a landline number to receive access codes.
I would go out on a limb and say that a text capable desk phones is significantly more expensive than a £10 dumb phone with a £5 SIM

Lack of mobile coverage can be remedied for more providers with a special device that connects to your internet broadband and provide mobile coverage for that provider. Alternatively some mobile phones support WiFi calling, which eliminates the need for this special device and only needs your phone connected to WiFi and your provider supporting the feature.

Neither cost, nor lack of coverage are actual excuses not to have a mobile phone in 2019. If you are a Luddite who refuses to get one, you will have to excuse society for not catering for your specific needs. Simple fact is that 99% of the population have access to a mobile phone and most people are happy to use it for 2FA instead of a dedicated device for each bank with different methods that are harder to replace and easier to misplace than a mobile phone.

It's worth pointing out that despite discussion of people living in the !!!! end of nowhere where their principal neighbours are sheep and the only radio signal available is Radio 4 on long wave, and discussion of FCA rules around people who can't use mobiles for some reason, OP said nothing about not being able to have a mobile phone (or living somewhere where one won't work) and instead just not wanting to have a mobile phone.

So all discussion of WiFi devices and signal ranges and FCA rules is a tad irrelevant, because the issue isn't one of impossibility, it's one of OP being stubborn.

Any desk phone will receive text messages in exactly the same way as my car hands free will read a text to me. no special equipment is needed.
