Parkingeye Reject, please help with POPLA

Hi,
Please excuse my not good English, I need help.
I got ParkingEye Charge Notice, with picture of my cars entering Barnet Hospital (A&E) parking 7:59 and exiting 12:14. I have ticket paid £4 that I though would be covering 4 hours (maybe less), ticket starts at 8:01 but no end time on the ticket.
I did appeal to ParkingEye (do not know if I told who was driving) but got following:
Dear Sir / Madam,
Thank you for your correspondence in relation to the Parking Charge incurred on XXXXXX at 12:14, at Barnet Hospital (A&E) car park.
We are writing to advise you that your recent appeal has been unsuccessful and that you have now reached the end of our internal appeals procedure. Our records show that insufficient time was paid for on the date of the parking event.
I believe that there is 13 min of unpaid that it is not fair (but maybe more time missing I have no clue).

Please advice what to do? Do I appeal to POPLA, do I have chance?
I did read many posts on this forum, including FAQ. I managed to find some POPLA examples but all very complicated, not even sure what to choose. I do not know if anybody will read this, but please can you kindly post here what text should I sent to POPLA. I do have paid ticket, it is clearly say 08:01 but does not say till what time. Machine is very complicated to use and not clear. Too many weird signs about parking being private, but some small sign about paid parking, no clear sign about penalty. Charge is £100 or £60 if I do not appeal to POPLA.
Please kindly help.

Did you complain to PALS at the hospital ?
If not , get it done asap , do this first , to get them to cancel the PCN
Popla codes last 32 days so complain first , but submit the Popla appeal by day 30 or so0 -

Come on, this is a self help forum, engage brain/do some research.
WRT the PoPLA appeal, go big on their signs which are usually rubbish, read this

Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking CompaniesYou never know how far you can go until you go too far.0
