I have lived in an unadopted cul-de-sac for 19 years and the houses have been built for 19 years.

but bearing in mind the local authority have been maintaining the lighting for almost 30 years

Which is it, 19 yrs or almost 30?
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

If the road is unadopted the council do not have to maintain the lighting, even if they have done so historically. When lighting an area which isn’t public highway I don’t believe they have to follow the same lighting standards so having a missing light might not be a concern. I am surprised that they are removing it free of charge, and that they continue to maintain the lights if the road is definitely unadopted, unless there are parts which are.....

On the whole on an unadopted street. Want a lamp post. Buy one.

At least with modern LED lighing they do not cost much to run anymore.

There is a village not far from me, where while they are adpoted roads, they refuse lamp posts. Yes they are a bit weird!

they are footing the bill to take it out
Why would the Council spend public money to take the column out of private land? I would suspect the homeowner is contributing towards the work.

I hope to confirm this very shortly
I am just awaiting a visit from the chair of the council as she lives locally
Interestingly shes told me that she was told by the department involved that there was no objections to it being taken out

One of the houses has asked the council to remove the lamp post from his garden

    Why?

Sounds rather selfish given the serious health and safety issues you and the other residents are concerned about.

Now that the council has said if the light is removed it won't be replaced then perhaps they might reconsider.

And if they don't then everyone should ostracise them for their attitude.
