Hi all.
My 2nd time on here and you helped me very much, successfully, last time too. So Many Thanks for that too. Much appreciated I can assure you.
Hoping you can help me again regarding my "Parking Charge Notice", from Premier Parking Logistics, on my windscreen.
£100 reduced to £60 if paid with in 14 days. To either www.PAYPPL.co.uk or to Payments Dept, Premier Parking Logistics, Unit 713, The Big Peg, 120 Vyse Street, Birmingham B18 6NF.

I’ve been reading up on threads on here regarding Premier Parking Logistics, in Digbeth, Birmingham. I see the owner is a very shady character (Walton Wilkins) and is well known on here! I also see, (from following links on here) he has a very dodgy website too!
I’ve followed your links and noticed the private firm is an IPC member as of Oct 2016.
Date of Incident:03.10.19. From: Premier Parking Logistics. (Mr Walton Wilkins)
MY PROBLEM/ISSUE:
Due to misleading/confusing signs, I mistakenly, purchased a ticket from a council parking machine instead of the correct machine which was in the outdoor, street level, car park.

Ticket:
Purchased from Council Machine on the street outside. Duration for 1 HR. Arrival Time 12:16. Fee £1.50.
Payment:
On 03.10.19, I noticed a new car park that I had never seen or used before. I parked the car. Checked I was within the lines and looked around for a payment machine. Not one inside I followed the signs in white, which stated “PAY AT MACHINE ON OUTSIDE CAR PARK”.(Notice 'ON' in slightly smaller font).
So I walked back up the ramp to street level where I could only see the usual Council payment machines (the wrong machine). I walked over and purchased a ticket. I then walked back down the ramp, to the car and placed it on the dashboard This was going to be my mistake!
Signage:
Regarding the signs, I felt the word .. “the”.. missing, (as in “PAY AT MACHINE ON ‘THE’OUTSIDE CAR PARK”) and also the font size for.. ‘ON’.. was smaller than the rest of the font size. Not tiny at all, but I felt deliberately kept a slightly smaller size.
This was the case on both these signs, on the inside and around the side of the wall, of the entrance. Both arrows on each sign pointed towards the outside and to the right, as you walked out. But upon turning right out of the entrance, a big wall had another sign which had an arrow pointing back to the entrance, stating “INDOOR CAR PARK NOW OPEN”. So for someone like me, confused looking for a payment machine, this is a bit misleading and so I automatically, default to the first machine I see, which was, unfortunately, the council machines outside. They are everywhere. But the correct machine, for this car park, up the ramp, turn right, walk at least 10-15 steps along the wall, then where the wall ends, 90degrees to your right, is the outer wall of this car park. This is also the outer car park. The machine is attached to this wall ! So hidden from view if you didnt already know that the outside car park also belonged to this inside and below street level car park!
Ticket upon my return:
When I returned I noticed the Parking Charge Notice on my windscreen. Walking to car I was surprised and confused. I thought they must have made a mistake. I purchased and displayed a ticket. So I opened it up, read it, and decided to email them there and then as I was really not happy to say the least.
Email and my Details::(
To much regret now that I know after reading on this forum, I naively emailed them there and then, with my details, stating my car and car reg’, my name, address, time and date of ticket purchase and how I always do purchase and display. I also attached an IMAGE, of the ticket purchased and the fine next to it. (This picture was taken once opened and read inside the car).
I said this was my first time parking in this car park and that I followed the signs to purchase and display the ticket. So there must be some mistake as its clearly displayed. I asked if someone could get back to me about this.
Options:
So… given my angry and sudden naive email to them, which I should not have done, please could I now ask..
What would happened next? What options do I have given my circumstances?
Would be very grateful for any help advice guidance anyone could give.
Thank you v much.

Nothing else needs doing at the moment,
Ignore any letters from PPL
Ignore the two letters that will follow from DCBL
Come back if you receive a letter from Gladstones.

If it's somewhere that you are able to get back to then I would suggest going and taking a bunch of photos. Try to get everything you saw on the day and also hunt around for the real signs too. If they change the signs around before deciding to issue a claim against you you'll want a record of how they were at the time of the event. Remember they have six years to issue a claim.0

If you think you have a case get your MP on board as nine times out of ten of these tickets are scams.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking CompaniesYou never know how far you can go until you go too far.0 -
