It's poorly explained in my opinion. I had to read it several times.
I think the upshot is that cash transactions in foreign currencies will attract a minimum fee of £2.99, whereas at the moment there isn't a minimum.
Adding to the confusion, it appears Barclaycard sent the email to customers the fees don't (currently) apply to.

Confused me likewise !!!
I contacted Barclaycard and they confirmed that our Visa Platinum Cashback Plus was exempt such fees until 31st August 2023.........as long as the monthly balance is settled in full within the timescale after the statement is published.
Bottom line - no change.
They apologised for sending me the wrong email.0 -
I have a balance transfer card that I never used because they offered me a £9000 limit when I applied, and when I uploaded my bank statements, the card arrived with a £200 limit and they refuse to increase it.
I got the same confusing email.0
