You'd have to look up the right time of year, but we had a fab holiday in Maine in the US. It was the end of a very long road trip, but we loved Boothbay Harbour https://boothbayboattrips.com/ - we stayed 1 night in the motel owned by these people. We didn't have time for the whale watching, but the trips were very popular.
We also loved Bar Harbour further up the coast, and every lovely place between. Bar Harbour was a have been a bit bigger and quite touristy, but is also great to explore the Arcadia national Park, if you like outdoors there are miles and miles of lanes to cycle on, horse rides etc. It's a beautiful peninsula.
So, you could do an East Coast tour, and have plenty of chances to see whales - from cape Cod right up to Boothbay maybe? You could fly in/out of Boston.0 -
Whale watching from Tarifa, Spain seems to be relatively reliable - the weather being more problematic than the whales.
Tarifa itself is an agreeable place to stay for a few days.0 -

I'd leave the whales alone instead of harassing them as many of these trips do. Go to Hermanus in S Africa where you can watch from the shore.0

There are ethical trips that don’t disturb the animals, Elding in Iceland is a good one.
I agree though don’t go for any that chase them, or that offer you chance to get in the water yourself.0 -
