The appeal has to give all info (except phone number*). So that's as a minimum, name and address of who is appealing, and of course NOT ticking 'driver' nor anything that identifies or implies driving/not seeing signs, or anything daft like that.

*I always leave the phone number as zeros but the rest has to be filled in, or no valid appeal has gone in at all from the keeper. You could be a random third party for all they know, unless you give your name & address details as keeper appellant.

There’s your answer I’m afraid. If you’ve missed their 28-deadline, you’ve likely missed an opportunity to kill this off quickly. Look forward to debt collector hassle.

If you’re still within the deadline, get another appeal off now using the template, and comply with what they require. Even if you’re past the deadline, you could still send off the template and hope they’re half asleep when dealing with it.

Hopefully you will have cancellation tomorrow.

Usual procedure is:

HIGHVIEW issue PCN
KEEPER sends NEWBIES BLUE template appeal
HIGHVIEW cancel.

Never seen any different so far.

But they will not know who it is from, if the name & address wasn't given.

You should have had a cancellation by now so this seems to be an issue if the name & address of the keeper wasn't in the appeal - they'd be within their rights to ignore an anonymous 'appeal' because the appellant could be anyone and not entitled to see the data contained in a response.

I filled in the screen correctly I'm sure.

My appeal went in on the evening of Thursday 3rd October and I had an email response that they had received it, so I am surprised that it has taken this long. Though the last sentence of the email response may be a clue:

Thank you for your appeal submitted via our website.

Further action on your Parking Charge Notice has been put on hold - please wait to hear from us.
We aim to write back to you within 14 working days, but certainly no more than 35 days after your representation is received.

They do have 35 days in which to determine the outcome of your initial appeal and respond. But I suspect you might get a ‘Can you please tell us the name and address of the driver before we can deal with your appeal’ communication first.

You ignore that ‘phishing’ letter (you have no obligation to provide that information to them) and around the day 35 point you should receive a rejection of your initial appeal, along with a POPLA code.

The above is on the assumption that they’re not playing silly beggars because the keeper’s name and address were not furnished with the initial appeal.

I just checked back on the email received that luckily includes a copy of all that I wrote, I did give my name and address as keeper, so that’s one red herring out of the way.
