You do have to see it from their side as well though. It is standard practice to need to somehow confirm with the person that it's ok to discuss their details with a third party (you.)
Otherwise we'd be getting posts on here from people complaining their elderly disabled relatives have had their PIN given out to other people without authorisation.
I appreciate your mother wants her independence, but your wish to set up a direct debit from your account is no more independent than you paying the top up on her behalf every month.
Can she give you written authorisation to speak on her behalf which yi could then use to get the PIN number?All shall be well, and all shall be well, and all manner of things shall be well.

...She has had an account with Vodaphone for over 15 years...
...then told me as she is PAYG she can not set up d/d or standing order, which is the complete opposite to what we were told when we took out the contract...
