UKPC Notice

Hi all. I'm new to this forum and after a bit of advice please. I recently got a UKPC windscreen charge/ invoice. I've been reading the newbies thread about appealing and also doing some research. I've read that the UKPC were banned by the DVLA in 2018 - does anybody know if this is still the case? My "fine" was apparently for leaving the site (Crown Point Shopping Park in Leeds, which apparently is known for giving charges now I've done some research). I did in fact shop at the shopping park and have receipts to prove this. I do not know how they would prove I "left the site" unless they had photo evidence - which I would think isn't legal if some guy has taken photos of me without my permission?? I had my baby with me while I was at the shopping park, so if somebody has taken a photograph of us this makes me feel very uncomfortable to think they have a photograph of my child. Any help would be much appreciated! Thank you.

    UKPC are no longer banned, by they are still defrauding motorists.

    Leaving site is regarded by some judges as not a real breach of contract, and indeed one Member of Parliament recentlty expressed the opinion that such claims may be in breach of the Human Rights Act.

    Nine times out of ten of these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies

    Welcome! You will NOT being writing about ''I'' left/didn't leave the site.

    The NEWBIES thread tells you when to appeal online to any windscreen PCN and never to tick 'driver' on the appeals page and not to talk about the story or give away the driver.

    At POPLA stage your main points - apart from the two standard ones seen & used in every POPLA case - will clearly be 'no evidence that the DRIVER left the site' and 'no Notice to Keeper' (because using our tactics you won't be appealing this till day 26, and then you will hope to make them forget to issue any NTK!).

    Stop reading old stuff. If they were still banned the NEWBIES thread would say so.

    It is not illegal to take pictures of the general public, as long as they are not indecent images, whether permission is obtained or not. It is however unlikely that the parking scammers have such images.

    Follow the advice already given and appeal the windscreen ticket at around day 26. This appeal must be done from the keeper and the template in blue from post 1 of the NEWBIES should be used, unaltered.

    Get pics of the site and signage. My experience is that UKPC scammers signs do not meet the BPA CoP requirements.

    If/when the keeper appeal is rejected, construct a PoPLA appeal from all the template points available in post 3 of the NEWBIES and post the draft here before submitting it.
    Demanding proof the driver, as opposed to an occupant of the car ;) left site will be one of your appeal points. You will also demand proof that the signage defines the site boundary.

    What happened when you complained to the landowner/retail manager?

    Please don't forget to complain to your MP about this unregulated scam.

    As above, complain vigorously to the landowner / manager(s) of place or places where shopping was done. Basically the same email detailing how much was spent, referring to any habitual custom (ideally with an estimate of how much has been spent over time unless it's insignificant), using 'we' rather than identifying driver and insisting on cancellation.

    Use Google or ask at stores to identify overall landowner and fire those emails off ASAP - don't forget about the POPLA appeal but landowner complaints really need to be done in advance of POPLA. It is worth spending time constructing a good email that lays it all on the line and is polite but firm and confident. That's the very best way to make PCNs go away and yet so easy!

I had a look at the online appeal form but that obviously wants me to identify the driver. I have had a look at the photographs on the website and there are none of me.

    There should be options like keeper or other on the online appeal

    Do not choose anything saying driver etc

    Use the blue text template , as is , no changes

  • Hi All. So it's day 26 and I'm ready to send my appeal. I just want to double check I'm to:


    1. Fill in the online appeal form, including the keepers details and address.
    2. Do not mention the driver.
    3. Use the template letter ONLY - do not change anything.
    4. Should copies of the receipts be attached to show the shopping park was in fact used?


    Sorry to ask - I just want to make sure I do everything I'm meant to.
