Semi detached house, broken downpipe, who is responsible

Sorry if this is the wrong place to ask. I live in a semi detached house, I recently discovered the down pipe (I think that's what it is called) that gets rid of the water from the gutter has been damaged. If it's the downpipe which is damaged, rather than the gutter itself leaking, you can get waterproof tape which might do the job for a few quid.
