Opening a Junior ISA for my niece

I'd like to open a Junior ISA for my niece and pay a bit into every month so that she can have some funds when she goes to University. I'm a fan of index trackers.

Questions
1. Can anyone recommend a good index tracker Junior ISA with low fees?
2. Her mum can't afford a monthly contribution, does that matter?
3. I'd like one that doesn't need a monthly contribution so I don't necessarily need to pay in every month
4. Anyone know if there is an ethical stocks and shares JISA?

The child's parent would have to open the JISA but after that you can pay money into it.
In terms of the platform fee Vanguard at 0.15%pa is probably the lowest if you are happy to choose only from Vanguard Funds of which there are plenty to choose from which would be suitable for a JISA.
Cavendish charge 0.25% if you want a wider range of funds but the Fidelity platform they use has a pretty crap interface.
In terms of the actual fund you invest in then probably a single fund that invests globally would suit maybe one that claims an ethical bias by not investing in certain industries although the ongoing charges for such funds tend to be a little bit higher.
You would have to look at the detail of each 'ethical' or 'socially responsible' fund to see what particular industries they avoid as the exclusions can differ quite a lot.
