On what basis please?
Could you copy the actual decision to the POPLA Decisions sticky (with the name of the parking firm and a cross reference to this thread) so that others fighting them in the future can read on what grounds were successful.
And, if you don't mind, put some paragraphs into that huge slab of text which POPLA, unprofessionally, shunt out.
