Used old template for PCN appeal

Hi, I had a PCN back in 2016, I used a template from this forum and it was cancelled.
I received another one whilst on holiday in Aug and immediately used the template I did before. However the parking company have responded to say they acknowledge the receipt of my letter and have asked for the driver details otherwise the keeper will be liable. After looking thru other posts I see that they have changed the legislation slightly about the keeper liability. Just wondered how I respond? The follow up letter to me requests the driver details by 3rd October otherwise the registered keeper will be liable. Appreciate there is lot of good advice and apologies if I have missed it, just as I had initially responded didn't want to then do the wrong thing. Many thanks

    Ignore that letter asking for driver's details.

    Wait patiently for the PPC to reject your appeal.

    Who is the PPC?

    Have you complained to the landowner?

    Keeper liability legislation has not changed since late 2012.

    This is normal for UKPC and a few others. Same as all the other threads - if it is a BPA member firm, await your POPLA code.

    Was it a windscreen PCN or a postal one, and was it UKPC? What circumstances?

  • The parking company is premier park.
    No haven't complained to the landowner, I was waiting to see if it was cancelled. Is that my best option to complain to them? Thanks for your help.
  • It was a letter PCN. I pulled into a car park to check my car as it was not right, was there about 10 mins then left. Annoying to say the least.

    The link works but it shows your numberplate in full. Don't show that version on a forum!

    We need a redacted version but please first search the forum for split infinitive as I for one, will not look at the link ever again until the awful grammar at the start is removed!

    On the first page, that's as far as I got, there is your PoPLA code and your vehicle registration number.

    Do you want someone else to submit a rubbish PoPLA appeal on your behalf?


    Are your initials ** with a four character surname?
    If so, you would be wise to change your Dropbox username to something much more anonymous.

    Having now seen your full name, you would be best advised to get your MSE forum username changed to something completely anonymous.

    To do that, you might like to read this short extract from The MSE Forum Guide - Frequently Asked Questions & Rules:
    Q. How can I change my username?

    A.
    In most circumstances, this is not permitted.

    The only reason we will change your username is if it puts your privacy at risk. This usually means you've inadvertently registered using your name, email address or something that gives away your identity within your username.

    If you fall into this category, email forumteam@moneysavingexpert.com and request that it is changed, giving three alternative usernames in order of preference.

    UKPC are frausters, read this

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
