Claiming against a hosepipe ban?

I've just had an email from Affinity, warning of hosepipe bans in Spring 2020. Can I claim against my bill? I really don't like the way they make it sound quite normal and even try and put a community 'everyone has to pull together' spin on it. They are a private company charging me money for a service they are about to reduce - I think it's only fair. Thoughts all?

If not, some water companies make fitting a meter mandatory if you use a hosepipe.0 -
