Can L/L carry out repairs without keeping me informed?!

I currently live in a Council house. I reported a repair in May 2019 that the L/L placed on a planned repair with a completion date of 24/09/19.
I am also interested in purchasing the property but didn't know valuation/possible price to know whether it would be achievable. I looked into policy and, although I requested the pack to find out the price, the area needing repair, guttering, would still be sorted.
Around the 16th July I contacted to see what was happening to be told that the repair had been cancelled due to RTB. I advised them of the policy I had read on their website and that I had not applied to buy the property, just to find out the price I would have to pay.
I was advised to speak to someone else. I did, she did not know anything about the policy so asked me to forward a screenshot of it to her so she could look into it. I never heard anything from this until, on the 30th August, two people came to view guttering after a complaint from my neighbour, who they were actually there to see. I was working but my wife informed them of everything that had gone on so far and they stated it would be done as a matter of urgency.
Since that date the only information I have in the situation is 2nd hand from my neighbour. They are receiving emails detailing the work to be carried out, workmen who called to start before deciding they couldn't carry it out without scaffolding, have been to see them, not me. Without speaking to my neighbour I wouldn't have even know they'd been!
I arrived home from work yesterday to find scaffolding up at the back of the property but no work carried out. Does anyone know if this is legal/normal/acceptable?!
From info gained from my neighbour it already seems like it's going to be a bodge job repair that will need rectifying anyway!

It's a simple computer error, the workmen need to assign the job to the call, the call is from your neighbour so it's been linked to that call.0

I don't really get what's your angle? Let me see if I got the situation right:
- You wanted/needed some repairs done on your council owned property
- The work was scheduled for 24/09/19
- You did some poking around RTB, which caused a snafu on the council systems and the work was marked as cancelled.
- You complained about the cancellation of the work, pointing out it was cancelled in error.
- The work is about to commence as originally planned on/around 24/09/19
Ignoring the shambolic communication from the council (which isn't uncommon). What is your issue with the situation?0 -

Perfectly normal. Scaffolders will be working independently of the people assigned to effect the repairs.0 -

So in response to my original post, is it legal/acceptable/the norm for the LL to carry out the work without informing me of the date they're coming/putting scaffolding up etc?0
