How many BCOs do you know because I've been building for 20 years, been a company director of building company specialising in renovations and extensions for 12 and can count the number of times I've had to hand foundation calcs to a BCO on my fingers.
You do not *need* an SE for foundations on any new extension. Depth is an assumed metre unless the ground conditions dictate otherwise.
We've also just converted an entire barn into a 3 bed house and I didn't need to look at the foundations, let alone a SE, so nothing's suddenly changed recently.
What you've just said is trying to teach granny to suck eggs and bears no relation to whether an SE is required.
We do not have enough information to make any recommendations about SEs . There are different rules for what exists and what does not.Everything that is supposed to be in heaven is already here on earth.

Well if you ask my OH an architect creates a flight of fancy, a builder complains that it can't be done and a structural engineer rides in on his/her unicorn, waves the sparkly wand and makes it all possible.
