Merseyflow MAJOR ERROR

I was crossing the new bridge operated by merseyflow.
On the 29/05/2019

I crossed and forgot to pay until a few days later.
I went online and payed, got a receipt emailed.

Then shortly after they sent a penalty charge notice.
I actually wrote and told them that I had paid (like I needed to?!?)

I got a letter back ignoring this and asking for the money.

I called and told them, said they knew but had passed it on to the
County Court Business Centre. I had a letter from them:
'Order for recovery of unpaid penalty charge'
They said contact them and tell them through the appeals process.
I can see they are going from bad to worse here and could do with help.

Can I get a legal template letter to send with the relevant warnings necessary for it to be
considered a legal letter? IE: Legal notice / letter before claim.

Could I claim against them for DP Breach or improper use of data/ harrassment?
