I realise it's from 2016 but this post would seem to confirm that the landowner is Lowther. Unfortunately the OP there didn't update but even though they drew a blank with Lowther Estates that doesn't mean you will. And emails are easy enough. Make it good one, really go for it, maybe you'll buck the trend.0 -

Call the local authority and ask who pays the business rates on the car park. Or, The Land Registry will confirm (online) for £3 or so.Please note, we are not a legal advice forum.
