pcn from rude unprofessional civil enforcement officer

hi, anybody know of the chances of getting a pcn overturned on the grounds of it not being served correctly (attached to vehicle) and the civil enforcement officer being rude and unprofessional? I read somewhere that they needed to conduct themselves in a courteous and professional manner at all times while on duty, I was encroaching on a disabled bay, I don't have a blue badge but our son is diagnosed medically as autistic.

Oh ... and using a phone to browse the site can cause problems.. so please try a laptop/PC

Council PCNs do not have to be served to the vehicle, they can be handed to to person who appears to be the driver. And you will not get it cancelled by alleging the CEO was rude, because it will be his word against yours.
Should have driven away, if you could. With a Council PCN (as opposed to a private one which is completely different and a scam) always drive away, if the PCN is not served.
And to find out how to properly appeal it, do as KeithP says and get thee to pepipoo!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

But the answer is yes, in a Special Enforcement area a Council can send a PCN by post when someone has driven away. That doesn't mean every Council can, but some can, and obviously this one believes they can and has such a template postal PCN.
So I suspect they are one who can.

hi thanks for your advice, this is a council pcn that was issued through the post, we drove off in the middle of the issuing process, it was not served to our car or handed to the driver, it was a disabled bay and we read there were no grace period to our surprise, although this was a northern Ireland info site, thanks for any further info0
