Someone somewhere has linked your address to a vehicle that has nothing to do with you, these things have a nasty habit of escalating if left ignored.
If it was me, I would contact the police/who ever issued the letter and inform them of the facts.

You are better off being pro-active on this, as if the DVLa data base is wrong, then other things could follow

Before you say anything else, no it is not illegal to open a letter if it is not addressed to you once it has been delivered to the destination address.

Yes, I'm not breaking any laws by doing so.

Ah yes - the PO Act (1953) says:
56(1)If any person not in the employment of the Postmaster-General wilfully and maliciously, with intent to injure any other person, either opens or causes to be opened any postal packet which ought to have been delivered to that other person, or does any act or thing whereby the due delivery of the packet to that other person is prevented or impeded, he shall be guilty of a misdemeanour and be liable to a fine not exceeding fifty pounds or to imprisonment for a term not exceeding six months.
So not intending to do so for nefarious reasons, and indeed doing to to try and ensure it goes to the correct person is perfectly alright.
