    That would be a debit card transaction. Strange they are using that to verify bank accounts, when a faster payment is received immediately, it cost them less I suppose. Perhaps this is what they do when they have a debit card on file for the bank account you are adding. I usually add only the bank account, not the debit card.
  • I have received an apology from PayPal, it seems it was a systems issue
