Paypal Limited Account

Paypal limited my account a month ago with £1100 in it.
They want me to complete 2 steps... one of which is confirming my bank account. I've done this, but the step does not show as complete.
The second is to resolve an issue with an existing account. The existing account is a business account on which I have no idea what the "issue" is. It won't let me login to this account. It just says to contact them.
I've sent about 20 emails, and have had no response except the autoresponder. I've also tried to phone them, but I've waited up to 45 minutes and there's been no answer.
I also sent an email to the Financial Ombudsman, and the CSSF in Luxembourg.
Neither Paypal nor the regulatory bodies have replied to me.
It's getting very close to Christmas now, and I'm starting to fear I'm not going to get that money back.
What can I do? I've thought of referring Paypal to a debt collector (they seem particularly fond of this method of getting money out of people according to PaypalSucks.com), but I'm not sure if anyone would take it on.

First ?. did you reply to an email with your info? If yes, then it's probably a scam wanting your details. When Paypal requests info it they will always tell you to login to your account. Never follow a link in an email.
When I setup my account it did tell em when it verified my bank account.
There customer service has been excelent for me.0 -

Have you tried getting in contact with them through the FSA?0

They're not FSA registered any more AFAIK. They moved to Luxembourg, presumably to run away from the FSA.0

This exact same thing happened to my parents so would love to see if you get some good advice on this. After numerous phone calls and emails they do not seem to be any further forward...

I've just run out of people to contact. I even contacted my local trading standards, who told me there was nothing they could do, because Paypal don't have a home county.0 -
