In planning terms isn't this brownfield land? Brownfield land is any previously developed land that is not currently in use. The government are keen to see such land redeveloped.

They aren't mutually exclusive. There are all sorts of different classifications of land within the greenbelt.
The planning issues associated with the greenbelt still apply to previously developed land. I think they have been discussing loosening policy; rightly, imo, but it presents a huge hurdle, still.
As far as uncovering/tidying up an existing road goes, it exists. It wouldn't be development unless you started actually building a road.Everything that is supposed to be in heaven is already here on earth.

If there is an easement for access, there's a possibility you might also have part responsibility for the maintenance of the council track, but all this should be in the title documentation.0

Why not just ring the Council and ask?
Just say there’s a concrete road covered in mud, within a green belt, and you want to remove the mud. Then ask them if they consider this to be development.0 -

We've seen several cases go through locally, mainly because the local authority could not prove a five year housing supply.
The revised NPPF states that redevelopment is not inappropriate where the proposal would not have a greater impact on the openness of the Green Belt than existing development or would not cause “substantial harm” to openness and would contribute to “meeting an identified affordable housing need within the area of the local planning authority”0
