I've not pondered all the ins & outs as yet. However it seems to me that you have clear evidence that this letter would not have reached you as your house or flat number is not included. You have a sound basis for complaining to them therefore. (In addition to sending the appeal template to the PPC).
  • Will be appeal direct as per their postal address, with a record of the date I send it.

Started complaint procedure against HA if they own up and take responsibility both PCN should get cancelled.
  • Went through ias website for appeal, few responses back and forth and latest status shows

    Operator conceded due to mitigation

They kept blaming me, but I showed proofs where I couldn't have known at all.

But until VAR has given its final verdict I don't want to celebrate too early cos they might still come after me

You are right, we can't even celebrate a goal these days!

Anyway well done, you did better than I had hoped at this early stage!
Park Direct are now AOS members of the IPC and so you will see from the NEWBIES thread post #3 that there is no independent appeal, no POPLA on offer.

So this will be a pain and will not be cancelled unless the landowner will.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
