Be careful which version/custom front end you download for Gimp - some have some unpleasant things in there, notably Gimpshop, which had my network security admin come down on me hard and fast after my attempts at installing it set all the alarms ringing.
Bog-standard Gimp is ok though, although it is another interface that only an aficionado could love and it has some very useful and more versatile tools, even compared to Photoshop.0 -

For windows, Photoscape.
Reasonably powerfull for basics, easy top level menu, a few simple selections, intuitive, free. Fairly good results, not as good as photoshop or gimp but horses for courses!!
I've done some good things very quickly and easily including for a highly placed competition entry versus pix using heavy edits by others!
Very much worth a try at least.

Not used Picasa for a long time but it was very good.
I had some very dark pictures and could not remember what i was actually taking a picture of, click the slider in picasa and its rabbits on a campsite. Amazing how it brought the whole picture to the correct light level and this was one of the first digital cameras VGA resolution.
And when they added the facial recognition it was amazing, picking out faces from a small photo at a wedding with 50+ people in it.
Only people it had issues with was the wife and her sisters, they all look too similar for it to know who was who.
Mostly now i used paint.netCensorship Reigns Supreme in Troll City...0
