Opening mail isn't a problem.

But it's your housemate's letter, so give it to them to sort out.
You are not your housemate's mother.
By making up your mind what's happening, or what might happen, you're changing the potential outcome and will be implicated in the outcome from this point onwards.
His letter, you know who he is, you know it's important. Hand it over.
It's not as if it's a bank statement for £10 for a savings account of a previous/unknown past tenant you can just send back or shred.

The letter is address to a person with a different last name, I am told that some foreigners use different names all the time. But I don't think that would be the case with driving documents and such like.0 -
