ECP appear to have contracted with Harvester or its owners recently so we are seeing more PCN issues

It's either a pay and display car park where a customer gets a refund at the bar

    Or

It's one like I went to on father's Day , where it's free for customers but you input your VRM into an iPad or similar at the bar , like my son did , to verify the free parking

The latter seems to be more common round here recently

This 30 minute concession should be applauded , but not abused , because signage rarely if ever has grace periods listed , the BPA Cop doesn't help , plus abuse of the concession could see it withdrawn making it worse for those who stayed within the rules

Think carefully about your position and set a timer on your watch or phone to say 20 minutes in future , otherwise where does it stop ? 32 minutes ? 35 minutes ? The limit is 30 minutes and not a second more

The Landowner may help but you need to be very apologetic and nice over this./QUOTE]

I think fisherjim is onto something. Harvester have been very generous and accommodating, I'd approach the manager in person and ingratiate myself something chronic. They need to see your face, you need to build a quick relationship with them.

I have to say I'm struggling to see 30 seconds as significant .... to me 30 minutes and 30 seconds is effectively 30 minutes! Could seem like a bloomin' cheek I suppose but you need to let them know that you get it now and it'll never, ever happen again.

30 seconds might be seen as de minimis in court (let's hope it doesn't get that far) but, as Redx writes, where does one stop?

Exactly ... that's why Harvester need to know that this liberty taker is truly contrite. Contrition might be the stopping point given we're talking seconds.

Which is why I can only see a retailer cancellation winning this

To put in a popla appeal is grasping at straws and I think most People here would struggle to draft an appeal , never mind a winning popla appeal

If an airline desk closes , the passengers who are late by 30 seconds miss the flight , miss the 1022 from Victoria station by 30 seconds , you don't travel on it

A cancellation by Harvester is the best option to avoid paying

Hang on, we've started saying 30 seconds when the overstay was actually 10 seconds. (Sorry, it was me who started that).

it would seem you did , much harder for me to spot this typo on my tablet

but 10 seconds can be too late if the train left the station, where does it end ? lol

I still cannot see popla upholding this under grace periods when the allowed period agreed with the school is something like double the usual arguments

any popla appeal would have to hope to win on some other technicality , like no landowner contract and poor signage , when the contract and signs are all new , the Harvester restaurant I visited had numerous and clear (and brand new) signs up all over the place , the ink was probably still wet on the landowner contract
  • Thanks all for your input so far. I didn't realise that I could approach the Harvester at this stage again. The reason I took longer on that day was it was a presentation to the teachers in the class of their joint leaving-presents from all the parents and it ran over. I was speaking to a parent today who emailed The Harvester same time as me, who was 3 mins over the time on the same day as me and said the reason why was their child had fallen over, with recent scrape photo attatched and were let off!

Fair enough ,so do the same , because a cancellation by Harvester is the best option , but not with the same excuse unless you were actively helping the other parent and pupil
