UKCPS, Running out of time, help wanted!!!

So I have received a notice to keeper from UKCPS in my old address, so I only find out about it yesterday and I am kind of late to appeal but I am still in 28 days period. Could someone please help me and tell me what to do with them? I overstayed in retail park 21m. Most of the time I was in mothercare, did shopping and then needed to change nappy, breastfeed my baby etc. I didn't know there was a time limit so I didn't rush. Thanks in advance!

complain to the retailer or managing agent of the retail park and try and get it cancelled , that is your best option
as its UKCPS , they only allow 21 days to appeal, appeal anyway , by post if necessary , but they will refuse or reject your appeal , hence why you want a cancellation at source
ideally a landowner cancellation is best
also check your V5C has your current name and address on it (and your driving licence too) , if not get them changed asap or it can be a £1000 fine from the DVLA for each offence (of not informing them of a change of address)0 -
I have been to mothercare today, spoken to shop manager and she said they dont do anything about it as its different company. Could maybe write to customer service. In my appeal am I saying whats happened and telling that I was driving or what? Oh god, I am lost 😭0

UKCPS wont go away , even when you appeal , its a trap and you have fallen into it, so tricky to get out unscathed , hence why you want a landowner cancellation , I doubt that Mothercasre own the land , probably a big landowner ,who they rent units from through a managing agent like maybe Savills , who knows ? its that MA or landowner you need to complain to and get it cancelled
yes its complicated , which is why this forum is so busy , nothing we can do about it until the MP,s sort the mess out with a new code of practice , and we all know they cannot even sort out this B word fiasco
in your case , you should be more worried that you havent updated your DVLA details0 -

I am worried about everything now. £100 is a lot for me being on maternity. I thought maybe breastfeeding will help me to sort it out as people tend to be more sensitive when babies are involved. Couldn't go with a screeming baby anyway. Oh god.0 -

the EA2010 may help you with this in your landowner complaint, but UKCPS wont be interested in it , they only want your money
there is no easy answer, which is why this forum is so busy
complain to your local MP too , because if the MHCLG sorted out the new CoP based on the bill by Sir Greg Knight , it may put a stop to these kinds of issues0 -

The hard fact is that you didn't read the signs, overstayed and broke the t&c of your parking.
Being a retail park, no one shop has landowner rights (usually).
Unless you can show that the t&c on the signs were not compliant and noticeable and unless the PPC has made some error in missing the deadlines set by POFA for sending out the PCN,( check date of event and date on the PCN and let us know) then you are relying on them not having the right authority to levy charges as per their contract with the landowner which you need to demand sight of.
But, and sorry to appear hard, you didn't bother to read the time limit or t&c on the signs (most car parks now have some time limits) so it is your mistake.0 -
There is none near the entry to mothercare, and yeah, I didn't look for any anyway. Even if I knew, I would have overstayed anyway as had to settle my baby, feed him and change dirty nappy. I wouldn't go with a screeming baby, no mum would. Thats why I find it unfair coz some situations comes up when you least expect them. Lets say if I had diarrhoea, what could I do then 😂 I will probably have to pay it, dont want to have bad credit score after. Was hoping maybe they would cancel it if I explain all situation. Still thinking to do that and see what will happen. Just maybe at first I will use the driver instead of me. Oh, I dont know0

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Send the initial template in blue from the NEWBIES. This is just underneath where you clicked the
button.
Add a one liner that an occupant of the car was a breastfeeding mother who has protected characteristics in accordance with the Equality Act 2010 and therefore needed extra time before the vehicle could leave the car park.
Now that UKCPS are aware of this, the PCN should be cancelled.
They won't, but you need to make them aware of this as soon as possible.
You should also complain to your MP about this unregulated scam.
Send the appeal online if the system will allow it. If this is not possible, send it by post, first class from a Post Office counter and get a free proof of posting.I married my cousin. I actually left my firstborn in a shop, in his pram, and was some way home before I realised something was missing. I didn't have a car then which is just as well as my chances of reading and understanding the T&Cs were obviously zero.
Okay, so you're going to send the template appeal and add the one-liner Fruitcake suggests.
You CAN then do a landowner complaint. For some reason, retailers are usually cagey about who the landowner is. But you have to find that information and complain to them, explaining the circumstances and politely but firmly requesting that they cancel the charge.
Step one: phone Mothercare - don't even bother telling them that you've already been in. Ask them who the landowner or land management agent is. If they won't tell, try other shops in the retail park. Also, name the retail park here - somebody might know who the landowner is. What you need is an email contact for the landowner.0
