Its Kingston retail park in Hull.
So in the NTK they provide me an address how to appeal online which is ukcps.zatappeal.com and it comes uo as an error, but there is a page ukcps. Zataappeal. com, but I can't find where to appeal in that page. I can't believe they have provided wrong page. Might be spelling mistake. Seems like I will have to do it by post

An occupant of the car was a breastfeeding mother who has protected characteristics in accordance with the Equality Act 2010 and therefore needed extra time before the vehicle could leave the car park.
Now that UKCPS are aware of this, the PCN should be cancelled.
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.

Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.

Appeal looks fine to me. Have you managed to appeal online yet?
And yes, as NeilCr says, for landowner complaint clearly explain the situation in your own words. If occupants of the car shop there regularly then tell them that and also let them know how much was spent in Mothercare / elsewhere in retail park on the day. If 'we' (best word for describing occupants of the car) have never overstayed before and will certainly be extra careful not to do so in future, then say that.
I'd suggest 'We were genuine customers who, on this one occasion, found shopping with a very young baby to be rather more challenging than anticipated. As the keeper of the car I would be very grateful if you would cancel this PCN.' Or be more demanding .... go with what sounds reasonable but right for you.0 -
The appeal looks OK to me as it is writ. The first they have to read is about the EA requirements so they can't say they missed it.
I like MistyZ's wording to the landowner, so I suggest you go with that as well.
The only thing I would suggest is to change, "an occupant ..." to "vehicle keeper and an occupant …" for both appeal and landowner request/complaint.I married my cousin. I had to...I don't have a sister.

So Ihave managed to appeal online and gain no success ������ received a reply today via email that I have to pay or appeal to IAS.
Will have a look for an email for landowners and ask them to cancel it. Fingers crossed.0 -

What on earth do you mean by 'Deadline to pay is tomorrow'?
You have appealed to the PPC. That appeal has been refused.
With an IPC company there is no next step.
Wait patiently for a Letter of Claim or official court correspondence, and if you get those refer to post #2 of the NEWBIES thread to discover how to deal with it.
Meanwhile, ignore all debt collectors letters - as described in post #4 of the NEWBIES thread.
Of course continue trying to get a landowner's cancellation.
If they haven't replied, send another email... and another... and another... until they do reply.
Make it so that it is easier for them to cancel the ticket than to deal with your emails.
Just to emphasise - you do not need to pay anyone unless a Judge orders it.0
