ParkingEye POPLA Seel Street Liverpool

I’ve read the newbies thread and I think my position is now suitable to start a new thread.
I received a lovely PCN from ParkingEye at Seel Street Liverpool car park. I appealed using a template provided by parking cowboys website where I basically asked for pictures of the signage, copy of the contract with the landowner etc. I did not admit who was driving. Of course my appeal was rejected so I’m at the stage of deciding whether to appeal to POPLA.
I feel hard done by because I paid for an hour and stayed for a total of 1 hour and 13 minutes. I’m aware the grace period is 10 minutes but I’ve seen so many people appeals use the argument that 10 minutes is needed when you arrive AND when you leave which would give me 20 minutes grace period. The reason I stayed in my car too long was due to dreadful weather but I know this will not count for anything with them.
In my appeal letter I asked for pictures of the signage, name of the landowner and copy of the contract with the landowner. This was not forthcoming
I’m guilty of not reading all the signs, but from memory they were not visible from where I was parked. However, I wasn’t really paying attention to the terms and conditions of the car park when I went to the machine to pay, I just paid what I felt I needed for the time I knew I’d be there.
So my question is: is it worth complaining for a grace period of 13 minutes?
I am aware that I can also add more issues such as the location of entry signs being inadequately positioned, no evidence of landowner authority and no name of the landowner provided.

probably too late to make any complaint
yes you can draft a typical popla appeal based on TWO grace periods , not one , its not one overstay , its a combination of 2 grace periods of maybe 10 minutes each
I would argue its probably 5 minutes to park up and read the signs and comply , and 8 minutes is less than the minimum 10 minutes or more allowed by the BPA CoP to depart the site at the end of the paid for parking period
add no landowner authority and poor signage too, plus any BPA CoP failures or POFA failures as well0 -
You’re not going to win on signage when you paid.
Your beat bet would be to appeal on grace period and throw landowner in. Explain it took a few minutes to pay and a few minutes to leave. It’s only13 minutes over, you have a very good chance to win..0 -

I did not admit who was driving.
Then you need to go back and edit your post to remove information about who parked, who paid, who was guilty of not reading signs.
All those things happened to The Driver, but it is The Keeper who is appealing, and they are two different people.

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
