If the paper is vinyl, if would be an easier job if you dry stripped the top layer first to reveal the paper beneath...had to do this with every room in our last renovation. Instructions for use of a steam stripper are available here

Ok folks ................ I've tried almost all of the above and am having my 2nd teabreak.
I've done almost half the room now (its only 11ft x 10ft!!!)
It has got easier with the steamer and soaking with fabric conditioner, but I can honestly say its the toughest border I have ever removed and I've removed more than I can remember.
Canucklehead = I like the heavy duty scraper and will buy one for the rest of the house, won't help today though, but looks very useful.
The instructions for the steamer don't help because mine is rather an older model. It looks like an iron.
The way I've been using it is similar to ironing, gliding along, then holding it it one place.
I'm really nervous of electric and am up a metal ladder.
I think its going to take a lot longer than I expected and don't think I'll get round to the painting today.
Thanks for all the support again.
