ParkingEye hospital PCN guessing for staff bay parking

Dear MSE.
We would appreciate your advice regarding this situation.
Some time ago we have received a PCN issued by ParkingEye referring to our distant visit to a hospital.
The notice shows photos of registration (the shape of the car is blacked out) and times of entry and exit, which are well within the site rules.
It does not indicate clearly which rule was breached, thus our confusion.
Upon study of it, we guess it must be for parking in a staff bay, as it mentions word staff. The parking has one entrance and we derive that the parking must be shared by staff and visitors. Only bays marked in special way are disabled bays.
Our questions are:
* Do they not need to prove and show that the car was parked wrongly, as no such proof has been shown to us?
* If there are special bays on a parking site are they not required to mark them in a distinct way, for example, like it is normally done with disabled bays?
* Are we assumed to take photos of our car when leaving it on a private land just in case we need to later prove it was correctly parked?
* Out of curiosity, according to the court of law, do they have a case without the proof of incorrect parking and just knowing the duration of the visit?
* What best course of action to take going forward?

Thank you. We have received it a few days ago (around beginning of the week). So it is beginning of the process.
Yes we have taken time reading the threads including the newbies section. Therefore, our post was no sooner, as we first tried (unsuccessfully) to fine a similar case.0 -
did you have to type your reg into a terminal?
anpr can not tell where you parked unless you have parked in a staff entrance / car park that has its own anpr ....
have you complained to PALS ?

No we did not type anything in upon entry. We have not seen any other cameras than those by the entrance/exit in this site. We would think that this is what they would include as part of their evidence, though even on their site they only display the two black photos captured upon entrance and exit.

A disgruntled user of the hospital services who wants the PCN cancelled , should have been done at the first sign of a PCN
We came , we parked , we are extremely annoyed at being treated this way in our hour if need , polite but full of angst , as keeper or as occupant of the vehicle
The ntk is appealed on the PE website as keeper using the blue text template from the newbies faq sticky thread near the top of the forum , no changes0 -

Write a complaint to PALS in your own words. Explain the situation to them and see if they will cancel it. Feel free to be emotional and tug at their heartstrings if applicable.0 -

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
