If this was true, I'd expect a big announcement, but have heard nothing, so I suspect a groundless rumour.
After all, there are plenty folk who genuinely have a poor O2 signal, so this would have to be taken into account.David.0 -

I am on O2 and get an OK signal. As part of a VM promotional package deal I have been given a no limits in anything VM mobile sim. Where I live its bit of a very localized EE black spot. So I would welcome VM mobile going to O2.0

I would say that localised blackspots aren't necessarily a problem with EE offering an excellent WiFi-calling solution (and additional coverage on 800Mhz) but that's then one of the problems of using an MVNO reseller rather than comparing with the network directly.
As far as Virgin Mobile using EE goes, it's currently a done deal as far as 2021...
