ATC restriction information

Has anyone any experience of obtaining so called "ATC restriction" information from either the CAA on other source .
Also does Flight STATS give any information for delayed flights like the code for the delay reason.

It can be a multitude of reasons.
Thunderstorms at an airfield reducing movement rates, congested airspace halfway down your route etc
The most common one is that the aircraft has missed it's departure time slot and gets delayed due to having to request another, but still manages to blame ATC even tough they had nothing to do with the original problem.0
