Can I appeal a stay of less than 6 minutes of I didn’t buy a ticket ?

Hi i had to park at a hospital and got a ticket for staying in the car park for 5 minutes and 40 seconds from entrance to exit. I know there is a grace period but do I have zero grounds to appeal if I did not buy a ticket ?

At the top of this board is a thread that tells Newbies to read it first. It actually answers this question and many more that you are yet to think of.0

The grace period doesn't work like that.
You get 10 minutes upon arrival, to inspect the signage, which contains the t & c's of parking, and you can decide to then leave if you like, if you don't like the parking conditions.
So, appeal away.

This was parking eye. I haven’t had any success in being put through to the facilities manager. They keep putting me through to main reception and saying I have to appeal before they will attempt to intervene. Thanks for the links. I’m on my mobile and it’s proving difficult to navigate around this forum. Cheers.0

Are you saying you got a PCN from P/Eye for driving in and out of a place you were allowed to park? If it was open for general parking they had to give you 10 mins at least without a PCN.
And ParkingEye do adhere to that.
I suspect you were in a 'no parking' area, A&E, ambulances only, or staff? Therefore no grace period was allowed at all?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Come on CM, we've had enough examples on here of PE issuing PCN's for de minimis overstays that it is clear they don't adhere to the CoP re grace periods. Yet the CoP says.13.1 If a driver is parking without your permission, or at locations where parking is not normally permitted they must have the chance to read the terms and conditions before they enter into the ‘parking contract’ with you. If, having had that opportunity, they decide not to park but choose to leave the car park, you must provide them with a reasonable grace period to leave, as they will not be bound by your parking contract.
That reads to me that a grace period is still applicable.0 -
I’m trying to piece it all together as it wasn’t actually me who got the ticket but my elderly father. The notice says he stopped at the A and E drop off area. (must have been for around 3 mins, as the other two mins were to get in and out of the entrance).
He said he checked the signs and it said you could be there for 20 mins. Have been trying to speak to someone at the hospital to no avail so far to try and see if that’s true.
I do know I have seen ubers and taxis stop there to pick up passengers but I don’t know if that was after hours or something.0 -
It turns out that he parked in the ambulance A and E drop off zone, amd actually he hadn’t seen a sign saying you could park there for 20 minutes after all. So it seems likely that that’s probably a no go area that needs to be clear for the ambulances. He wasn’t thinking as I had just been rushed them to A and E so he was just trying to park where the ambulances did their drop offs to find me. I think he’ll probably just have to pay it.0
