ParkingEye Dcbl letter. Please Help

Hi everyone, I am new to posting on here so please bare with me.

A Penalty Charge notice in August 2016 for allegedly parking in a patient parking/permit holder bay -the person was a patient.They can't find the original notice as it was so long ago. Anyway, the initial letters and threats were ignored. A letter from DRP was received on Jan/2017 and this was ignored too.

Now, 3 years after the alleged incident, a letter has been received from dcbI - Notice of Debt Recovery. It states that the payment of £100 was not made which is due to ParkingEye Limited. A further £70 has now been added as a result of Recovery and administration fee.

14 days has been given to respond to which the case will then be reviewed for legal action. On the back of the letter is also states that 'the case is not subject to High Court or Bailiff action.'

Has anyone had experience of this? My gut is to ignore this as it has now been 3 years since the original notice.

Any advice is warmly welcomed!

    Nine times out of ten these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    The consensus on here is that if Parking Eye who are the most litigious PPC have farmed this out to debt collectors they don't have the necessary authority or inclination to try court.


    Debt collectors are ignorable they have probably changed to DCBL due to their scary reputation on TV but if they are only acting as debt collectors they can be ignored as I this hasn't been to court.


    But don't ignore real court papers.


    But why on earth have you ignored this, that hasn't been the advice since 2012 and why didn't you go back to complain to the surgery?

    Seems a bit of an odd combo - ParkingEye and DCBL, especially as DRP have previously had their snout in this trough.

    @OP:

    1. Are you absolutely sure it is ParkingEye of Chorley involved in pursuing you? It's very unusual for PE to have a ticket still unresolved from almost 3 years ago.

    2. Is the letter from DCB Limited, or DCB Legal?

    3. Where was the ticket issued? In England/Wales or in Scotland?

  • Definitely on behalf of ParkingEye Ltd - the letter head states dcbI ltd - Certified Bailiffs and High Court Enforcement. They have the 'Can't Pay? Take It Away!' logo plastered all over the letter.

    The ticket was issued in England.
  • A complaint was made to the surgery buy they were absolutely no help. Kept passing it on to different people throughout the surgery but no one wanted to take ownership of being responsible for upholding the complaint.

    Now that it has gone to the debt recovery team, is there no way of appealing the case now or would that give ParkingEye more steam to start their hassling again?

    On the back of letter does it say something like "this is not a bailiff letter" ????

    Do DCBL add on extra amounts ???

    Just to be pedantic it won't say the word "Penalty" anywhere on the paperwork. It's an invoice not a penalty. There is actually an important legal distinction between the two so it's best to get the terminology right from the off.

    Far too late to appeal

    PE have 6 years to try a court claim, so you are only halfway there
