which does not surprise me due to Britannia being involved, they rarely if ever manage train station car parks, so this car park must be a private car park next to a station, not a TRAIN STATION CAR PARK
treat it as privately owned if your research is correct, meaning no bylaws, just civil contractual laws and BPA CoP rules apply
if bylaws did apply, they must say so on the station signage0
