Received a ticket put paid twice.

Hello all,

the driver has received a ticket for parking without a valid ticket at a local train station.

The letter states the driver entered on the 13th of July at 11:55am and left on the 14th of July without paying, this is incorrect.

On that day the ticket machines where not accepting cash, so the driver took a picture of the number to pay by phone using paybyphone (iPhone time stamped at 11:55am). On the PayByPhone app the driver paid at 12:10pm (24 hours) after downloading the app, creating an account etc.

the driver then paid for another ticket remotely at 12:18pm the next day and then left the car park at 12:55pm.

the driver has screenshots of ticket receipts. Are they really charging £100 for 8 minutes? The car park is with Britannia.

    Edit your posts to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    Either add a one liner to the blue text appeal template stating that pay by 'phone tickets were purchased and include copies of the screenshots, or save them for PoPLA.

    Remember that it is perfectly reasonable for the keeper to be an occupant of the car, so there is no need for the driver to admit anything. ;)
    It is also reasonable for a vehicle passenger to pay for parking. ;)

    Was the car park part of the station and covered by railway byelaws? This information is very important.

    I am not sure if its covered by by laws. Its titled "Blank Station Car Park", however there are two car parks owned by different companies.

    EDIT: If I remember correctly it recently changed name to remove the "Station" part.


    Blank as in a place called blank, or blank as in you are hiding the location form us?

    When you say owned by different companies, assuming you don't mean the PPC who often do not own the land, do you know who the owners are?

    Railway byelaws will apply if it is a railway asset owned by Network Rail or the Train Operating Company (TOC).

    Does the paperwork you received say "Parking Charge Notice" or "Penalty Charge Notice"? If the latter, it is probably bye-laws.

    I believe it said Parking Charge. Its from Britannia if that helps in any capacity.

    Is there anyway to find out who the land is owned by?

    The ticket said Parking Charge, not penalty charge notice

    the Land Registry hold land ownership records, will divulge the info for a small fee

    check with the TOC if they are leasing from Network Rail and if bylaws apply

    put the name of the station into google and into the MSE forum search box to see if its been debated, especially ownership
