Hi I have received a parking fine through the post for parking on/slightly over the white line of a bay. I have appealed to Minster Baywatch who have refused the appeal.
The basis of the PCN is I was in breach of:
"vehicles must park in designated parking areas and not cause and obstruction"
"vehicles must not park on double yellow lines footpaths access roads or hatched areas "
I have appealed to POPLA on the basis that I was not causing an obstruction; there was room for a car to park at the side of me and I was not in breach of any of the second points.
If I lose the POPLA appeal should I pay up the £60 which will rise to £100 in 8 days or so or stick it out. I believe that as the signs do not specifically say not to straddle white lines etc and cannot see what I m obstructing? I was in fact parked in designated parking areas :
These guys are bullies touring the cars constantly on the look out for victims. They were photographing a disabled car parked slightly on the blue hatched area one day. I have written to Meadowhall but have received no reply but as I understand they get a proportion of the parking charge why would they !!

Why on earth would you even consider paying? At the top of this board is a thread that tells Newbies to read it first. You need to read it to learn about this murky business you are now involved in.
It will also tell you what to do when you are rejected by POPLA.0 -

If you appealed on that basis you will lose at POPLA pity you didn't come here first have you read the newbies thread yet which has (had) all the information you need.
You are quite right about the unregulated predatory tactics of PPC's in this scammers industry, but why are you calling your invoice a "fine"?0 -

Is it not £100 after a PoPLA loss? Up to you whether you pay or not, I would not, I would let them take me to court where would do my best to give them a bloody nose. Especially if the overpark qas a small amount, read this.

Furthermore, as nine times out of ten these tickets are scams, consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

What a shame you didn't come here before appealing.
There is nothing you can now do except wait for six years to see if the PPC tries court.

Ah wish I had come here first. I'm thinking along the lines that researching different private parking company signs most say that no parking over bays giving diagrams. Thinking signage at Meadowhall can only rely on obstruction and there was nothing to obstruct0

the £60 is for an early payment with no popla appeal
the £100 is the default tariff and is also the default tariff if the popla appeal is unsuccessful
if MB take this to court within 6 years , and win , your payment to avoid a CCJ trashing your credit rating (and possible enforcement) is up to say £2000 -
Does the PCN specifically say it was issued for parking on the line of a bay or causing an obstruction ?
As you said in the T&C's on the signs it only states 'vehicles must park in designated parking areas and must not cause an obstruction' and 'vehicles must not park on double yellow lines, footways, access roads or hatched areas'.
No mention of the white lines of bays.0
