    Ofcourse she can, it's her home.
    The landlord will pay a huge fine if the tenants bring in people to live there, so this is definitely wrong advice . Never heard of HMO? 
    Beware 
    Could you cite one case where a landlord who had no idea what his tenants were doing and who engaged fully with the council when they discovered and rectified the situation  has been prosecuted and or fined ?
    I  am sorry to say I detect scaremongering when you boldly state that people will be fined as I believe that councils will always try for a negotiated outcome
    Ps my understanding is that the extra people who might make it into an HMO are not the landlords  tenants
