Who owns the private road?
The 5 properties with ROW, or someone else?
If someone else, that is who could/might enforce the ROW or take action against nb 6 for trespass.
Assuming it's owned by the 5:
start with a tea-time meeting with the 5 property owners who DO have ROW, to agree a way forward. Bake a cake!
My suggestion would be to offer to grant nb 6 a ROW. Can it really make a big difference in the road to eg traffic volume, parking, damage to the surface?
But do it properly/formally. Get it written into a Deed & recorded on the Titles, with
a) a cost (ie nb 6 pays for the ROW+legal costs)
b) conditions (eg contribution towards maintenance; max limit on vehicle size/weight; whatever else sems relevant.)
Once all 5 have agreed, approach nb 6 (more cake!?) and see how they respond.0 -

Do they know the road is private or do they think the council decision covers everything?
Do you want them not to have it or are you willing for them to have it as long as they pay to formalise it and agree to share any future appropriate costs?
I agree finding an amicable agreement, even if compromise is involved, is much better than an all out war with a neighbour which can blight lives and properties far more than one more lot of access to a road.
I suppose you could add some 'private' signs if not there already to raise awareness in readiness but aggressively blocking drives etc without trying reasonable discussions first will only generate hostility.0 -
As above, the OP has failed to mention what the attitude of the other 4 households might be to an extra access point for No6.
It's also not clear what extra advantage might accrue to No6. Could it by any chance allow them to build a further property with vehicular access?
A discussion among nos 1-5 seems in order, as GM says. There could be advantages on both sides, or an all-out neighbour dispute, but whatever happens, the OP doesn't want to be alone.0 -

... But would have exactly the same effect. I think G_M's famous tea-and-cake approach is the best way forward in this instance. I also wonder if the OP lives at no. 5, hence the issue. Nos. 1-4 may not give two hoots if they will not be much affected.
