UKPC windscreen PCN

I have read through the NEWBIE thread but just wanted to check I have understood it properly.


So the driver received a windscreen PCN from UKPC on 15/07/19 for 'not parking correctly within markings of the bay or space', I am going to appeal to them on the 09/08/19 (25 days after the incident) using Coupon-mad's stage one appeal template stating I am the keeper of the vehicle and was not driving at the time so I have entered no contract with them.


I am then going to wait for (hopefully) a successful appeal letter but more than likely an appeal rejection, a POPLA code and then an NTK by 09/09/19 (56 days after the incident).


If NTK is not received by day 56 then I appeal to POPLA on the following basis:


1. A compliant Notice to Keeper was never served - no Keeper Liability can apply.

2. The operator has not shown that the individual who it is pursuing is in fact the driver who was liable for the charge

3. No evidence of Landowner Authority - the operator is put to strict proof of full compliance with the BPA Code of Practice

4. The signs in this car park are not prominent, clear or legible from all parking spaces and there is insufficient notice of the sum of the parking charge itself



If NTK is received, I appeal basis points 2, 3 and 4?


Please let me know if I have missed or misunderstood anything or if there's anything you think I can add to help.

    Edit your post to remove information about who did what.

    So the Driver received a windscreen PCN …

    If a NTK is received but is not PoFA compliant, then you will be appealing on that point as well.

    Get pics of the site and signage asap.

    What happened when you complained to the landowner?

    Don't forget to complain to your MP about this unregulated scam.

    If this goes to court be sure the judge knows about it. Also, get your MP on side as nine times out of ten these tickets are scams.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    Unfortunately was never able to find who the landowner was, asked around the shops and facilities there but nobody could give me a straight answer.

    Ok will complain to them asap.

    So just to confirm, i send appeal to UKPC today with coupon-mads template and then just wait until i receive rejection and NTK?

    sorry, i just seem to be reading a lot of conflicting threads, is there any chance you could give me a bit of a step-by-step guide for my current situation?

    - so windscreen PCN received on 15/07/19.
    - I have received no postal letters so far in regards to this.
    - I appeal to UKPC today or tomorrow using Coupon-mad's first stage appeal template? do i keep it exactly as it is? do i include my name and address as the keeper?
    - I then wait for a rejection letter and POPLA code and hopefully not an NTK until 09/09/19 which is day 56?
    -Then I appeal to POPLA with the points stated in original post depending on whether or not NTK is received?

    OP, if you have based your forum username on you real name you are best advised to get it changed to something much more anonymous.

    ok i have now requested username to be changed.

    Can someone just let me know if i (the keeper) need to include my name and postal address on the first stage appeal?
