UKPC fine?

I received a letter through the post from UKPC informing me that I had parked for too long at clock tower retail park Chelmsford. I use the car park quite a bit, but apparently they have now installed cameras and a limit on how long you can stay.
I did appeal, but they said I still need to pay, or I can appeal to POPLA, but my fine will go up by another £40.
Do I have to pay this? It was not a ticket stuck to my windscreen, it is a letter through the post.

You do not have to pay this - at least, not until a Count Court Judge tells you to.

Your credit rating will not be affected until -
a) there has been a court case, and
b) you lose that court case, and
c) you fail to pay what a judge ordered in the timescale allowed.
You are in complete control on whether your 'credit rating' is affected.0 -

What happened when you complained to the landowner/retail managers of the stores you visited?
Did you reveal the driver's identity when you appealed? I hope not.
Read post 3 of the NEWBIES and construct a PoPLA appeal using all the points available to you. Post your draft here for checking before you submit it.

UKPC are just scammers and known fraudsters
Did the letter really say that ?
When this goes to POPLA, if you lose, the discounted amount is lost and reverts back to the ticket price of £100
But if you win with POPLA you don't owe a penny.
