madrid avation authority letter still getting nowehere

back in august last year 2018 we had a missed connection from madrid to manchester due to iberia sending us to the wrong boarding gate. Since then i have been battling to get the compensation we are owed. We ended up giving up direct with iberia and were told by the uk civil avation authority that we had to go to madrid aviation authroity. we have done this and now nearly 12 months down the line, they have finally come back to us with a 2 page letter stating that indeed iberia do owe us the money and compensation we are owed, they have said in their letter they have written to iberia with a copy of the letter, however funnily enough we have hear nothing from iberia, now at our wits end, where can we go now, can we take iberia to small claims court will we ever see this money we are owed?
